Today we’d like to introduce you to Del’Vaughn Rooks.
Hi Del’Vaughn, we’re thrilled to have a chance to learn your story today. So, before we get into specifics, maybe you can briefly walk us through how you got to where you are today?
I am a Baltimore native through and through. A few of my elementary school years were spent over in East Baltimore living in Perkins Homes, an area that was heavily impoverished and overlooked at the time, where I attended City Springs Elementary School back in the nineties. Growing up, my mother worked long hours to provide for us, so my grandmother spent a lot of time taking care of me. Seeing their hard work firsthand shaped my character early on. The rest of my core upbringing and roots were firmly established in West Baltimore. Coming up through Baltimore City Public Schools in West Baltimore taught me lessons you cannot get from a textbook. Navigating those environments gave me a stark, real world understanding of community infrastructure, resource gaps, and what it truly takes to persevere. That experience instilled a relentless mindset in me from a young age. Civic legacy was also something I grew up around. My Great Uncle, Herman Johnson, was deeply tied to the Bentalou Rec Center in West Baltimore, and his local impact was so profound that the city named a street after him.
That environment, paired with my academic focus and athletic background, set the baseline for my drive. I graduated as salutatorian of my middle school and finished in the top five percent of my high school class at Digital Harbor. Alongside academics, I ran track and field competitively in AAU and the USA Junior Olympics, and by high school, I had already run the Baltimore Marathon twice, later completing a third in Jacksonville. Around that same time, I got my first job tutoring high school algebra. That was a defining moment for me. It was the first time I realized that my knowledge, problem solving, and ability to break down complex systems for others could be directly rewarded. Pacing myself through that athletic grind and learning the value of intellectual capital became the blueprint for how I approach business and consulting today.
Professionally, starting around age twenty three, I began building my foundation across corporate administration, staffing, sales, and operations, alongside over a decade dedicated specifically to marketing. Over twelve years in those sectors led to dual leadership roles as an Operations and Marketing Manager. Working across government contracting, commercial enterprises, and service providers allowed me to step into high level advisory roles, helping companies optimize their internal structures and market strategies. Wearing all those hats taught me that even the most brilliant strategy fails if the internal operations cannot support the growth.
Everything shifted for me in 2020. I read Patty McCord’s Powerful, which completely changed my view on team dynamics, radical honesty, and high performance. Around the same time, I read the autobiography of Baltimore native Reginald F. Lewis, Why Should White Guys Have All the Fun?. Seeing a hometown visionary build a billion dollar empire showed me there were no limits to capital ownership and scale. Those two books pushed me to stop managing other people’s companies and build my own.
That year, I launched DelloFlix, a full service creative marketing agency. We are proudly a small business, but we operate out of two physical locations and fulfill work globally. Our active footprint is heavily anchored in the United States. We have deep roots across the DMV, Baltimore, and DC, along with active clients in major markets like Atlanta, Los Angeles, and Texas.
As DelloFlix grew, I expanded into venture development and corporate advisory. Today, I am a Co-Founder and CMO of Hark Ventures, formerly known as Hark Capital Group, Inc., where we advise executive teams, raise capital, and handle market positioning for large scale infrastructure projects and corporate acquisitions. I am also a Co-Founder of Tether’d. My media focus continues as the VP of Marketing and Strategic Partnerships at La Familia Soundstage. DelloFlix serves as the primary strategic partner for La Familia, and the vision across my portfolio is intentional. We are building an integrated hospitality and media ecosystem. By connecting venue partners, media production rights, and client intake, we create a unified network that scales local hospitality businesses, elevates guest experiences, and captures value at every stage.
But scale does not mean much without local impact and personal purpose. As a husband and father, building legacy is personal. At La Familia, we are actively developing pipelines with regional HBCUs to create structured pathways for students to enter the media space, build their portfolios, earn college credits, and transition into future employment. Outside the studio, I serve on the marketing committee for the Living Classrooms Foundation, supporting youth development and fundraising, and I am a Founding Board Member of the Digital Harbor High School Alumni Association. My commitment to the city also extends directly to grassroots community work, actively participating in local nonprofit endeavors, faith-based initiatives, and regularly attending Baltimore City Council meetings at City Hall to stay engaged with local policy and governance.
Being recognized as a 2025 Rising Star Honoree by Living Classrooms and featured in the Baltimore Business Journal has been a great validation of this work. Everything I do now is a culmination of those experiences. I am merging West Baltimore endurance, high level business advisory, and venture capital to build lasting infrastructure, community opportunity, and generational legacy for my family and my city.
We all face challenges, but looking back would you describe it as a relatively smooth road?
It has been anything but a smooth road. Long before my career took off, getting started was a daily test of endurance. I was taking public transportation everywhere across the city, traveling all over just to get into rooms and convincing people to give me a chance and take me seriously. Navigating those early years was a real storm, but getting through it built my baseline stamina. In my early twenties, the hurdle became proving credibility as a young founder. Without early capital backing, a safety net, or a team to delegate to, I had to handle everything myself. I was doing cold client outreach, trying to close deals, vetting talent, learning new operational systems on the fly, and running the business end to end. Doing every job myself was exhausting, but it built an operational blueprint that no textbook could ever teach.
As I matured into venture development, the challenges shifted to much higher stakes. The corporate and capital spaces come with complex dynamics. I have had to navigate bad actors, deals that siphoned over a year of deep personal sacrifice before going wrong, and situations where individuals were operating on bad terms. Learning how to spot red flags early, protect intellectual capital, walk away from bad terms, and vet opportunities rigorously were hard-earned lessons. Those experiences stripped away any remaining naivety and gave me the sharp discernment I use today when structuring deals and vetting prospective partners.
Navigating those business pressures while trying to move in certain established circles meant constantly pushing past gatekeeping. Instead of letting closed doors discourage me, I stayed optimistic and focused on letting my results create the momentum. Having a child while carrying the weight of multiple startups added the ultimate layer of accountability. Balancing startup growth with my responsibility as a father forced me to develop extreme time discipline. It kept me grounded on what truly matters: staying relentless, protecting my integrity, and building a lasting legacy for my family and my city.
Can you tell our readers more about what you do and what you think sets you apart from others?
Title: Media Executive & Venture Strategist
What I Do & What I Am Known For
I build systems, connect people, and figure out how to take big ideas and make them actually work on paper and in real life. On the venture side, as Co-Founder and CMO of Hark Ventures (formerly Hark Capital Group, Inc.), my focus is on corporate acquisitions, infrastructure projects, raising capital, and advising leadership teams. I am also a Co-Founder of Tether’d, a platform currently in development aimed at providing essential tools and resources for employees and entrepreneurs. On the media side, through DelloFlix and my work with La Familia Soundstage, I focus on building an ecosystem that connects venues, production rights, and marketing into one solid network.
At my core, people know me as a connector and a relentless problem solver. I am naturally optimistic, easy to talk to, and driven by finding real solutions rather than just talking about problems. I enjoy stepping into complex situations, seeing where things are stuck, and bringing the right people together to fix it.
What Sets Me Apart & What I Am Most Proud Of
What sets me apart is that I have actually done the work at every level. Before advising on high-stakes deals, I spent years in the trenches across sales, staffing, operations, and marketing. That hands-on experience means I can spot operational flaws or bad deal terms right away. I do not rely on buzzwords or theoretical strategy. I look at real numbers, real execution, and real human motives.
What I am proudest of comes down to setting a solid example. On the business side, I am proud of building a real portfolio from scratch through pure grit and execution. On a personal level, I am proud of using these platforms to open actual doors for students trying to break into the industry, staying present for my family, and showing my child what it looks like to move with integrity, consistency, and purpose every single day.
In terms of your work and the industry, what are some of the changes you are expecting to see over the next five to ten years?
Looking ahead over the next five to ten years, I see two massive shifts reshaping our industry: media consolidation and AI integration, both forcing a major evolution in how people work.
First, as major studios continue merging and consolidating capital, traditional distribution pathways for creators are shrinking. The silver lining is that this shift is powering the rise of independent media and creator collectives. Independent filmmakers, digital creators, and boutique studios are joining forces to build their own audiences, own their IP, and prove their viewership independently before licensing content out on their own terms. We are already seeing this model work, and it is going to become the standard blueprint for sustainable media businesses moving forward.
Second, when it comes to artificial intelligence and super intelligence, we are entering a true survival of the fittest era. Saturation in standard markets will force professionals to pivot and diversify their skill sets. AI will not replace vision, taste, or strategy, but it will dramatically accelerate execution. Creators, founders, and executives who rely on outdated models or refuse to learn these new tools will simply get outcompeted by those who do. The professionals who thrive in this next decade will be the ones who combine strong creative ideas and operational fundamentals with a deep mastery of AI tools, using technology to stay agile, adapt across disciplines, and compete at a global scale.
