Hi Latoya, can you start by introducing yourself? We’d love to learn more about how you got to where you are today?
Latoya L. J. Frazier is a nationally recognized youth advocate, community service leader, and author dedicated to empowering vulnerable populations and strengthening the systems that support them. With more than two decades of experience in healthcare operations, regulatory compliance, and organizational leadership, she brings a rare blend of professional expertise and heartfelt commitment to every space she serves.
As Founder and President of Wilcome Human Services, Inc., a 501(c)(3) nonprofit, Latoya has led transformative programs that uplift youth experiencing homelessness, provide essential resources to families, and build pathways toward stability and opportunity. Her leadership is rooted in compassion, strategic thinking, and a deep belief in the potential of every young person.
Latoya’s advocacy extends beyond her organization. She serves as a member of the White House National Partners, contributes to the Baltimore City Mayor’s Office of Youth Homelessness, and actively participates in community initiatives focused on equity, empowerment, and social impact. Her work reflects her unwavering dedication to service and her ability to mobilize communities around meaningful change.
Alright, so let’s dig a little deeper into the story – has it been an easy path overall and if not, what were the challenges you’ve had to overcome?
It definitely has not been a smooth road, and I would love to meet the person who can honestly say otherwise. My journey has been more like climbing a rough mountain, because the smooth side has no edges to hold on to. Every step required grit, faith, and a determination to rise above circumstances that were never designed to make the climb easy.
The nonprofit I founded faced the same struggles many grassroots organizations encounter: funding challenges, competitive bidding processes, and the constant battle against misunderstandings about resources and programs. I spent countless hours researching, learning, and identifying the right programs that aligned with the mission and purpose of the organization. Nothing was handed to me, I had to build it piece by piece.
Life itself wasn’t easy either. I grew up in the inner city of Baltimore, surrounded by obstacles that could have easily shaped a different future. But I refused to let any of that stop me. I pursued education, knowledge, and experiences that would equip me to break cycles, create opportunities, and serve others with intention and impact.
I believe deeply that God has a plan for all of us, but faith requires action. We have work to do, and I’ve committed my life to doing that work: advocating for youth, serving my community, and building systems that help people thrive. My road has been rough, but it has also been purposeful. Every struggle sharpened me, strengthened me, and prepared me for the calling I walk in today.

Wilcome Human Services, Inc. is a 501(c)(3) nonprofit organization dedicated to empowering youth, strengthening families, and supporting individuals facing homelessness and hardship throughout Baltimore, surrounding communities and York, PA.
We pride ourselves in commitment to addressing youth homelessness, providing essential supplies, and connecting individuals with life‑changing opportunities. The organization focuses on bridging gaps in access , whether through educational support, community outreach, or partnerships with local agencies. We strive for youth empowerment, and collaborative efforts with community leaders, reflecting a hands‑on approach to service. The mission is clear: to uplift youth and families by offering resources that promote growth, resilience, and long‑term well‑being.
Do you have any memories from childhood that you can share with us?
My favorite childhood memory is the unity I felt growing up in my community. There was a sense of togetherness that wrapped around all of us, neighbors helping one another, families looking out for each other, and children filling the streets with laughter and games. We cleaned our neighborhood side by side, sweeping the streets and taking pride in the place we called home. It wasn’t just about keeping the block tidy; it was about belonging, connection, and shared responsibility.
Those moments of neighborhood games, teamwork, and collective care shaped my understanding of community at a young age. Even in the inner city of Baltimore, where challenges were real and ever‑present, there was a powerful spirit of unity that made us feel supported and seen. That early experience taught me that strong communities aren’t built by resources alone, they’re built by people who show up for one another.
That memory stays with me today and fuels my commitment to youth advocacy, community service, and nonprofit leadership. The unity I witnessed as a child is the same unity I strive to recreate through my work: a community where people care, contribute, and lift each other up.
